I know last time I installed it there was a problem, but i cannot remember what I did. I have tried the options.ini file in the Command and Conquer Generals Zero Hour data folder, which did nothing.

Firstly I had know idea about this problem or even the game your talking about. Google tells me this DatGen.exe is associated With C&C Generals/Zero Hour.
I had some issues installing the game, including a 1628 InstallShield error, and a Datgen.exe error, but I have managed to get round this (maybe I have installed it wrong?). I don't remember ever having an issue like this before, and I have had the game running previously. Windows 8.1 Pro 64 bit Intel Core i7 8.0 GB RAM If anyone has any suggestions, they would be greatly appreciated.
