If you mean formatting it for the first time, tick “No Disc”, then click one of the “Boot ISO” options under the System drop down menu (doesn’t matter if fast or full) (There will be a “boot BIOS” option if you’re using a 1.5 beta). Once the PS2 boots up, select “browser”, then select the memory card you want to format, press X and you’ll be asked to do so. If you want to format it after you already formatted it the first time, sadly this feature was never implemented natively in the PS2 BIOS.
